At the opening of the 1970s, Canadian universities were riding the crest of an unprecedented wave of expansion. Charles Hanly took a critical look at how that expansion was funded--and in whose interest.

In 1970 the bulk of universities' income came in the form of provincial government grants calculated in accordance with a complicated formula applied uniformly across the province. Hanly saw this system tending towards decision-making uniformity and discouraging experimentation.

About the author

CHARLES HANLY was born in western Ontario and educated at Oxford and at the University of Toronto, where he later taught philosophy.
